There is no logical electrical reason to trefoil single core N/S cables. The magnetic fields of these currents are cancelled by the neutral screen.

As long as the replacement doesn’t add anything more to the installation then it is Repairs / Maintainence of an existing installation and therefore low Risk. So an ESC is all that is required. If the installation is a commercial CT metered site you can ask the retailer to provide a demand report.
