Thanks for the info. I did issue a CoC for the work but reading 6A wondered if it was required. I was unable to find something that defined replacement so was a grey area. 59(3)b makes it much clearer that if you are replacing something then you would need to maintain it in its original condition.

I understand where he is coming from though. I think there is a really inconsistent training provided to apprentice electricians. The clause is written in such a way that the addition of socket outlets require RCD protection regardless of if they would have been required in a new installation or not. That makes things interesting.
