Is a Hob (Cooking Appliance) "enclosed"?

In AS/NZS 3000 (2000) 4.3.11 Cooking appliances section 1 "Functional Switch" has a note 4 that says "This requirement is not intended to apply to enclosed cooking appliances such as wall ovens, microwave ovens and grills."
In AS/NZS 3000:2007 the corresponding info is now section 4.7.1. Note 4 has been reduced: The sentence is the same except that 'grills" has been removed.
My question: is a hob - such as a 4 element ceramic smooth top - an enclosed cooking appliance?
Initially I was interpreting 'enclosed' as meaning built-in - unlike a free standing range. However the intent may be that 'enclosed' refers to a cooking appliance with a door to conceal the element. But then why mention a microwave?
