There are meter-checking kits available from several suppliers; notably AVO.
For EFLI meter, it's basically a unit that adds a known amount of impedance into the circuit,
so by taking readings with & without the extra impedance you can see that they are that much different.
Obviously needs a high-current resistor; not just a carbon film type,
as most EFLI testers draw 20 + A, if only for a short duration
