I notice big changes around "scope"
1.1.3 (a) Domestic installations.
Does this mean if my bach has 8 caravan points that its excluded from 3001

That was certainly not the intent
The intent, unchanged from current edition, is that ANY provision of supply from "an "electrical installation" to any transportable structure should comply with the relevant provisions of "3001".
For a caravan park, the specific requirements may be different from a private supply to a caravan.

but my bach is also a domestic installation

Agree there appears to be conflict between what's included & excluded.
Suggest you submit a "public comment "
Based on 1.1.2 "inclusions", there's obviously an intent that the specific parts of other installations (ie non-caravan-parks) that are intended for supply to TSs should comply to this Standard. That's always been the case; and the inclusions show no change was intended.
And that's the requirement set by ESR 60(1)(f) - which over-rides anything written in the Standard.
Under that, marinas follow "3004.1, shows / carnovals follow 3002, mobile medical sites follow 6115, and everything else must comply with "3001".
What's changed is the newly-added 1.1.3 "exclusions".
Current edition excludes fairgrounds, because covered by "3002"; and building sites, because covered by 3012.
Adding marinas to the list is logical; as they are covered by "3004".
But the exclusion of "domestic" is new, and in my view not logical.
Currently a socket not in a caravan park (domestic or otherwise) intended for supply to a TS must comply with 2.3 "other locations".
In the new edition; those same? provisions are in 2.5.2 to 2.5.9
but for Oz, such sockets only have to comply with '3000"; and I suspect that's where the exclusion came from.
As for the 2-point rule, that seems to come from the current definition of what is a "caravan park"; and in my view the words should be deleted.
