Caravan UK socket

Post by Dan L »

Asking this question for a computer iliterate work mate.

He would like to know with a UK imported caravan is it OK to leave UK socket outlet for connection of a microwave ( it will only be used for the microwave)?

I did have a quick look myself.

I may be wrong but assuming the import on arrival will have to be tested to section 8 as3000 and appendix C 3001, i don't see any requirement for socket to be a nz type as long as polarity is correct. (unless I missed it)

Of course uk sockets outlets for general purpose are not fit for purpose in Nz so they should be changed
But a UK socket only only for the connection of a UK microwave I would imagine would be OK to stay?

Much appreciated

Thanks Dan

There's nothing in the specified checks for issue of WoEF that would require replacement of UK-type sockets before issue of WoEF.
You're correct that they would not be much use as GPOs, but perfectly OK for single appliances that have a matching plug.

Section 8 has nothing to do with issue of WoEF (it's for testing PEW before being placed in commission).
The requirement for imported connectable installations is that they be assessed for compliance with Part 1 of "3000" [ESR 78 (2)(c)]
ie the fundamental safety principles.
There's nothing in Part 1 that requires any particular type of socket.
There's also nothing in App C of "3001" about that either.
(there is a requirement that single-phase sockets be 230V 50 Hz; which means ex-USA 110 V sockets are not OK)
Accordingly we cannot decline the WoEF based solely on socket type.
All we can do is warn that use of eg travel adaptors would be unsafe (there's a ES bulletin about this which is worth keeping a copy of to show to customers).

These rules may change as a result of the current revision of "3001".
There is a proposal to drop the Part 1 assessment and move to a more prescriptive regime; which would require GPOs to be changed to one of the types listed in 4.4.1.1; but this wouldn't apply to sockets dedicated to a particular appliance.
But even once the Standard is published, and cited by Schedule 2; that still requires a further change to ESR 78 to actually come into effect.

Even for a new-build; the only rule governing this is in "3000" 4.4.1.1.
While that lists 4 types that are acceptable, it also accepts sockets complying with Standards "equivalent" to those listed.
So arguably use of UK type sockets would not be non-compliant.
Just not fit for purpose as GPOs.

Read ESR 2010 regulation 61A for the correct answer on socket outlet type in a CI, that is why it is not covered in Appendix C of 3001:2008

Balderdash & poppycock!

ESR 61A simply says that IF a socket is a 3-pin type to "3112" , then it has to be supplied
- at SLV,
- with Earth on the radial pin; and
- correct polarity.

The ER does NOT specify what socket type(s) can be used, for CIs or for anything else.

(c) that has been imported must be issued in accordance with AS/NZS 3001,
but only after an assessment for compliance with Part 1 of AS/
NZS 3000.

Just to confirm

When it says in accordance with 3001 does it just mean
Appendix C (c6 and C7) as apposed to the entire installation requirements?

And also say if you were doing an EWOF for a nz caravan that has previously had ewofs but you see something non compliant with the standard but outside of the requirements of appendix C can you still pass the ewof if the appendix C is satisfied or then will it depend on the if the thing that does not comply with the current standard was compliant or not at the time of install? And if it was not compliant at time of install all existing ewofs are false?

Work Safe posted a document a while ago, advising outlets would need to be replaced, and this would be picked up as part of the ‘part 1 assessment’

https://worksafe.govt.nz/dmsdocument/35 ... nd-boating

Refer to 2.4

Pretty sure a Woef for an imported unit is, the part 1 assessment + appendix C (not the entirety of 3001)

‘...And also say if you were doing an EWOF for a nz caravan that has previously had ewofs but you see something non compliant with the standard but outside of the requirements of appendix C can you still pass the ewof’

I believe you can only really rely on appendix c for your Woef. You’re bound to find items that aren’t compliant with the whole of the 3001. Remember it’s a 2008 standard, so you can’t really apply it to older CI’s.

Exactly.
App C by itself for NZ-built; and Part 1 + AppC for imports.
Nothing in either requires the IK sockets to be replaced.

The Worksafe document says otherwise; but it's wrong.

"It is not possible to issue a WoEF for an imported recreational vehicle that uses any non-Standard NZ socket outlets, such as a UK plug type. This is because the assessment against Part 1 of AS/NZS 3000 for an imported caravan would contravene 1.7.3 of the standard."

But clause 17.3 does NOT require use of AS/NZS type sockets (or other fittings).
It says that anything that fits either (a) or (b) is 'deemed to comply" with the basic requirement set by 1.7.1 ;
with (a) being compliance with "3820";
and (b) being either compliance with either an relevant AS, NZS, or AS/NZS, or if there isn't one an appropriate & relevant international or foreign national Standard.
That allows a wide range; and there's no reason to believe that a UK socket wouldn't comply with "3820" (which is a very basic safety Standard).

More importantly, because all of 1.7.3 is simply saying these options are "deemed to comply" with 1.7.1; there's nothing to support the siggestion that other things can't comply. and there can be no doubt that a UK socket complies with 1.7.1.

So the writer of the document is just plain wrong.

The second error is :
"The replacement of the foreign configured socket outlets must comply with a NZ type, AS/NZS 3112 socket outlet configuration."

Absolute balderdash.
"3112" may be the most usual type used for (single phase) GPOs; but "3000 clause 4.4 specifically allows for several other types, AND allows for others in addition to those listed ("standards equivalent thereto").
2018 edition goes even further, and sets specific rules for use of non-standard configurations.
NOTHING in 3001 restricts socket types any further than what "3000" does.

So just plain wrong on that point also.
