Can an RCBO 1P+N be used in the switchboard of a caravan if the RCBO switches active and neutral?

Yes, and that's all you need.

as long as it's 16 A.

Thanks for your replies. I'm curious regarding the "1P+N" if someone plugged in a lead that had phase and neutral reversed

It will still provide exactly the same overload and earth leakage protection, as long as there aren't any other faults in the installation.

That only occurs in true double pole RCBOs which are in a double width (36 mm wide) package.
Many single width RCBOs are only a single pole main contact (active) with an early make or late break neutral pole.

There is no difference. It opens both poles instantaneously.

The overload protection might only operate on the active pole, but that makes no difference even with reverse polarity.
