Woef - Relocatable building permanent connected

This discussion came up at work..

Is a construction site porta-com/relocatable building that’s connected via installation wiring (rather than plug & socket) a ‘connectable installation’? And therefore a Woef is required IAW ESR78?

My understanding is this type of installation fits within the description for a ‘connectable installation’ as defined in the Act (it is a relocatable building) So presumably a Woef is a requirement?

I’m guessing it’s something that comes down to intent? The requirement for a Woef could be omitted if the installation were located where it’s intended to be permanent. But if the same arrangement were installed as temporary, at a construction site for example, then a Woef would be required?

If this is the case, would you just treat the items in Appendix C of 3001 that relate to supply lead, appliance inlet etc as non-applicable?

Directly connected units may appear to be within the definition of 'connectable installation" (Act, modified by ESR 7).
However they are clearly NOT within scope of "3001".

Nothing requires any connectable installation to ever be issued with a WoEF.
Instead, there's a requirement for people intending to supply electricity to a CI to verify that it has a current WoEF;
and another prohibiting hiring / leasing out unless WoEF is current.

If one were to conduct a wiEF inspection for a unit to be connected y detachable connection, it would not be valid to simply treat the supply lead matters as being not applicable. Instead they must be treated as non-compliant.
Compare the different language in C 6.6 WRT appliance inlets & supply couplers ("if provided")
with the words of C6.8 for supply leads.
A valid WoEF cannot be issued in absence of any supply lead, or where the supply lead is non-compliant.


There's also the fact that if it's connected by direct connection; then it is part of an 'electrical installation", and the person who connects it must issue an ESC.
It would be foolish to apply '3001" provisions in addition.
