ASNZS 3001 5.1.2 only details 15A, 16A and 20A for supply lead.

It says minimum those sizes for each type. You can exceed those ratings.

What this doesn't allow is - for example - a 10 A rating, even for very low-power units.
Or a 16 A "3123" type (no idea why not).
Interestingly, under 1976 Regs, a 10 A plug could be used (under certain conditions, as per the official newsletter dated Aug 1992);
and any built that way can remain in service [ESR 113] and be issued valid WoEF [under App C].
I believe the reason for the minimum ratings is only because "3001" started (for NZ) as ECP 1;
which was limited to caravans & caravan parks; and didn't cover other types of connectable installation.
That mode of thinking was then carried through into the joint Standard.
It's remarkably easy to get sucked into such tunnel vision.
2022 edition allows for supply from a 10 A socket via an adaptor (which has been done unofficially for years);
Maybe next time the minimum ratings can be deleted; there's no safety reason for them.
On the other hand, the numbers of low-load (below 16 A) CIs are not great; so it's not a great impost to keep the restriction.
