Do leads need to be HD flexible cord?

I saw in the WoEF checks in the new version it says it must be HD flex

Is this a mistake? Wouldn't this make any existing lead that is OD cord or flexible cable unable to pass a WoEF?

I also can not see this as a requirement in any clause either so seems wrong.

Reason being I need to make a new lead for a CI and I want to make sure it meets the requirement of future WoEFs, I know 2022 isn't cited and these checks aren't mandatory but I am just trying to future proof.

Should I go with OD or HD?

Yes the 2022 edition WoEF check specifies HD; and that goes further than either current or new edition requires for construction.

I would expect this misalignment to be dealt with when next amended;
but that could be either by increasing the construction requirement to HD or by removing HD from the appendix.
I would also expect the WoEF checklist to specifically allow flexible cable
The distinction between cable & cord is basically just the size; but it also changes which Standard applies

The current edition doesn't require flex / cable type to be checked at all.
I suspect that the requirement was added because many adaptors are made of unsuitable flex

Bottom line: if you use HD, you can't be wrong
Fact is that OD flex isn't suitable for out-door use
