At what voltage dose the standard come into pay . Ie can you buried a cable at say 24 volts at a depth less than the requirements as/nzs 3000.

Short answers: "at all voltages", and "No".
But that "No" is simply because there aren't any depth-of burial requirements for ELV in "3000".

ESR 59 requires both LV & ELV parts of installations to comply with "3000".
So all the rules of '3000" apply to ELV; unless modified by either Section 7.5 or another standard for the particular type of installation (eg 5033 for a PV array).
Clause 3.11 sets the requirements for underground wiring; including depth of burial [3.11.4.4 & Table 3.96]
However clause 7.5.11.3 "switches off" the minimum-depth-of-burial requirements.

That said, you still need to comply with 3.1.2, especially item (f);
So while there's no specific minimum, the cable still needs to be buried enough to avoid damage in the circumstances.
