Does fibre need to be segregated? I understand it's glass and doesn't pose the same risks but in terms of 3000 does it still need to follow the same rules? I'd assume it's classes as telecommunications

yes it needs to follow the same rules.
Or rather, we need to follow the same rules in "3000" WRT fibre as WRT other telecomms wiring.
So 3.9.9.8.4 for spacing still requires us to follow TCF rules (which may have different, requirements WRT fibre than eg UTP / STP)
3.9.8.3 is unlikely to apply, as the fibre isn't at a 'voltage level';
