Commissioning

Evening all,

The question is mainly directed at the industrial side of the house.

Currently working on a large industrial construction job.

The plant is of foreign design and they have sent over a large commissioning team from that country.

What are everyone's thoughts or feelings and the legality of the scope of work these foreign "commissioning workers" do, or what is acceptable for them to do under the law?

They are not NZ qualified or registered but may perhaps have engineering qualifications, I know everyone will say they should not be doing any prescribed electrical work but where is this line drawn with large industrial commissioning of plant with voltages up to 11KV?

Is it accepted they will go in panels and remove covers for testing?, change control cables and plant wiring design from what we have done. Bearing in mind we are still working around them.

We do, of course have all the lock out proceedures in place so personal safety is not the question more so the electrical work being done.

The key is whether the electrical work being done is PEW; as defined in Schedule 1;
if it's PEW, then persons without licence can't do it.


However assembly of equipment isn't always PEW.
Most common example being switchboard manufacture; but can apply to other types of equipment such as industrial plant.
