Short answer is "No".
That's because there authorisations to do various kinds of PEW are specified in the 'limits of work' set by EWRB for each class of PL.
And none of them authorise "assessment" of anything.
If you look at the history; ESR 75 used to sat "inspect"; which was changed in 2013 to "assess";
as part of ES's moves to create a distinction between "inspection" of (high-risk) PEW - as required by ESR 70 - and other kinds of inspection (now known, for purposes of ESRs, as "assessment").
Unfortunately, EWRB have yet - after some 9 years - to notice this change in terminology; let alone do anything about it
So in fact there is absolutley nobody authorised to assess any kind of PEW;
and therefore it is not possible for ESR 75 to be complied with.
