ESR 25 (d) vs AS/NZS3000:2007 7.8.2.1

Hi all,
Sorry if this is a stupid question - its been a long year and looking forward to some beach time.
This question is in relation to Construction / demotion site compliance.
ESR25 (d) states that following 3012 is deemed to be electrically safe.
I could be wrong but its not mandatory to follow 3012 for construction site compliance (Sorry if I've totally mis understood ESR25)
3000:2007 7.8.2.1 says construction/demolition sites SHALL comply with 3012.
I know the ESR out ranks the Standards but ESR59 says (1) Domestic Installs must be installed, tested etc. to Part 2 of 3000 and (2) every other LV or ELV must be installed, tested etc to Part 2 or Part 1 of 3000.
So in this case does 3000 overrule the ESR and make 3012 mandatory to follow?
The reason I'm asking is because of the updated rules around construction site supplies in 3012:2019
