I am frequently seeing appliances in this field complying with 3.2.4.1 due to the exception for "larger openings are essential for proper functioning of appliances" which I have no problem with as the nature of these appliances we know barriers just wouldn't work.

However, what I am finding also is transformers supplying them have no documentation or documentation indicating compliance with AS/NZS 61558.1:2000 dated to 2006. This equipment is still being supplied by Jarvis today.

Understand things aren't retrospective but am I right to say this is or would be non-compliant with 2.1.2 that requires compliance with AS/NZS 61558.2.4 if installed at a point when NZS 6116 was cited and in force?

I believe that is the intent; and therefore the correct interpretation.
However it could be argued that there is actually a barrier for the electrodes, just that it doesn't provide IP 2x;
and since there is a barrier, 2.1.2 doesn't apply.

Another example of poor drafting; as the words should not be open to multiple interpretations
