So just after some clarification.
I know a guy who is due for redoing the safe working practise course but obviously can't get one booked in.
His license is still valid thru to 2021 but he normally does the SWP and FA on the off licencing year.
Is the PL still valid if the refresher course isn't done when due?

Yes.
The competency course and First Aid only needs to be current (within 2 years) at the _date that you apply_ for your license renewal.
