Switching of socket requirements?

Hi,
I was told by an inspector recently that switching of sockets is not necessary (up to he believed a 63amp socket), Is anybody able to clarify this, as I have always believed it was definitely a requirement,
In particular caravan sockets & 32A 56 series sockets?

I know some residential sockets have no switches but shutters activated by the insertion of a plug.

Sockets almost Always need a switch - functional (control) not necessarily isolating.
Refer 4.4.4 of "3000"; sets a general requirement and allows only 3 Exceptions;
including types where insertion / withdrawal of plug pins operates a switch
