LM certifying main earth

Can a Distribution LM certify a main earth?

I’ve been given a COC for installing underground mains to the point of entry & a bare main earth electrode (25mm) in the same trench, certified by a LM.

Seems silly, but think it’s outside their limits of work?

depends if they are an endorsed LM or not, non endorsed only as far as the POE or where the mains enter UG in to the house, I don't think a endorsed LM can do *any* main earthing system work, looking at the EWRB info graphic, but can do the mains/mains entry box, main switch, internal mains

Unless endorsed, a LM can't install or certify conductors / fittings that are part of an installation.
They are limited to work in distribution lines
