Main switchboard, main switch

Hypothetical..
If there was a main switchboard on a pole near the property boundary (configured correctly as a MSB), and the only outgoing circuit was a submain to a house, can the submain protective device also be the main switch?
In other words, there is only one 63A circuit breaker on the switchboard marked as "Main Switch" and that provides O/L and SC protection for the submain.
Or is there a requirement for them to be separate devices?
