Hi, I have a case that existing electrode rusted almost broken. The main earth wire still good, 0.41ohm continuity. I am wondering if it need an inspection for replacing electrode?

"(a) means prescribed electrical work that comprises the maintenance or
replacement of a fitting in an existing installation; and
(b) includes relocation or extension of a conductor to facilitate replacement
of a fitting;"

Is low risk PEW and low risk doesn't require inspection
