Project Manger Inspecting

If you are a Project Manager of an electrical project, can you as the PM inspect any hi risk work undertaken on this project or is Project Managing regarded as supervising as per Reg 71 2(b), there will be an electrical site supervisor as well.
Indirectly the Project Manager is supervising and overseeing the project.
Thoughts please?

ESR 71: person carrying out inspection must not have
- carried out the PEW;
- supervised the PEW
- issued the CoC for the PEW.

What's not forbidden us allowed; so may have designed it (design isn't PEW).
And there's nothing there about being employed by the same employer either
Because (other than under employer licence) all responsibility is personal to the licenced electrical worker.

Supervising has a particular meaning, defined in the Act; rather than the general sense as per dictionary.
There's supervision of unlicenced workers under the Section 76 exemption; and there's supervision of trainees under the Section 77 exemption.
Both these are covered by EWRB guidelines.
But the definition in Act is not restricted to just those two scenarios.
Basically if you are ensuring safety / compliance of the PEW, including that safe work practices are followed; you're supervising the PEW
So most senior staff would avoid inspecting rather than risk being found wrong.

Cost of hiring in an inspector who's clearly independent is minimal

I’m jumping into this Thread with a follow up question if that’s OK -

Does ESR 71 only include the PEW that is High Risk? Or would it include the PEW for the whole project?

I’m guessing if there were multiple CoCs issued - 1 for the high risk work, and 1 for General PEW (Inspector only supervising or Carrying out PEW that is General PEW) then that would make it Legal?

I'd assume they just can't have done those things on the work that requires the inspection

But I think as Alec was saying above, by getting someone independent to the project means no chance of any slip ups or convictions from those with different views on the matter

ESR 71 refers only to the work that is being inspected; which is the high-risk PEW.
So even if there's only one CoC for the lot, someone who has done only general PEW can inspect the high risk PEW.
