I was always under the impression that meeting part 2 of 3000 meant you automatically met part 1, but reading this clause is it only the case for Aus?
In NZ even if following part 2 do we still need to pay attention to the fundamental principles of part 1? Or am I misunderstanding?

AS/NZS 3000 is NOT the main document for complaince in NZ it is the Electricity (Safety) Regulations 2010 +amendments is the document to which all electrical work is certified. AS/NZS 3000 just happens to be one of the ways of complying.

And maybe that's what I was missing, the fact ESR59 dictates our options for compliance with Part 1 or 2 and even if complying with Part 2 doesn't meet Part 1 by default like 3000 says for Aus that it doesn't matter because ESRs only require compliance with Part 2
